Hagay-Frey holds a bachelor’s degree in law and business administration (cum laude, Reichman University), a master’s degree in public law (cum laude, Tel Aviv University) and a doctorate in law (Bar-Ilan University). Her doctoral thesis was a comparative study of constitutional human obligations.
