Toward a Thin Constitution Anchoring Israeli Governance

The Jewish People Policy Institute (JPPI) aims to prepare a detailed proposal for a Thin constitution. For this purpose, two working groups have been established: one group includes professionals whose role is to propose the constitutional arrangements; this is known as the “Research Group.” Alongside it is a second group – the “Thin Constitution Council” (Advisory Committee) – which serves the Research Group in an advisory capacity; its composition reflects all sectors of Israeli society. If we are successful, the State of Israel will enjoy a stable institutional system and regime.

Attorney and Professor of Law. Shapira is Rector of the Peres Academic Center. He is a senior lecturer at Tel Aviv University, a Visiting Professor at Columbia University, a Professor of Law at Bar-Ilan University, and a former Dean of Bar-Ilan’s Faculty of Law. He is an expert in legal procedures, evidence law, criminal law and mathematical formulations of legal doctrines.

The Jewish People Policy Institute (JPPI) is an independent professional policy planning think tank incorporated as a private non-profit company in Israel. The mission of the Institute is to ensure the thriving of the Jewish People and the Jewish civilization by engaging in professional strategic thinking and planning on issues of primary concern to world Jewry.
