תהליך דיאלוג המכון למדיניות העם היהודי “ירושלים והעם היהודי: אחדות ומחלוקת” לשנת 2017 כלל מספר מרכיבי מפתח מחקריים: סקר מקיף וניתוח לעומק של ספרות רקע על הגדרות ופרשנויות של יהדות, ועל זהות קולקטיבית בתקופתנו; כמה עשרות סמינרים בקהילות ברחבי העולם, שחלקם הונחו ע”י מנחים של המכון למדיניות העם היהודי, ויתרם ע”י מנחים מקומיים; חלוקת שאלון לכל משתתפי קבוצות הדיון, קריאה וניתוח של מאמרי דעה מכל העולם על הנושא הנדון; ניתוח נתוני סקר הדיאלוג וסיכומים בכתב מן הסמינרים, ונתונים מסקר המכון למדיניות העם היהודי בישראל משנת 2017.
